The book is very slow and descriptive. Not much really happens except for one chapter. However, the slow pacing and the way in which everything is described contributes the feeling of the story. Just like how the writing style in The Road created a sense of desolation, the way The Shadow Over Innsmouth is written creates a strong sense of dilapidation.
The book reads like a picture of a run-down small city that is cracked and falling apart. At night.
It's an excellent description. Unfortunately, it doesn't go very far beyond "description."
